JSC “Vostochny Port” has signed an agreement for the provision of favorable environmental conditions for the coal transshipment

JSC “Vostochny Port”, the largest Russian specialized port with hi-tech coal transshipment and a member of coal port holding “Managing Port Company”, concluded an agreement with “Rosmorrechflot”, “Rosprirodnadzor” and Administration of Primorsky Region during St. Petersburg International Economic Forum over the implementation of additional measures for the mitigation of coal transshipment effects in Nakhodka Municipality. 


The following officials signed the document:


Viсtor Olersky - Deputy Minister of Transport of the Russian Federation & Head of the Federal Agency for Maritime and River Transport (Rosmorrechflot);

Artem Sidorov - Deputy Minister of Natural Resources and Ecology of the Russian Federation & Head of the Federal Service for the Supervision of Natural Resources (Rosprirodnadzor);

Andrey Lavrishchev - Director General of “Rosmorport;

Andrey Tarasenko - Acting Governor of Primorsky Region;

and Anatoly Lazarev - Managing Director of JSC “Vostochny Port”. 


In 2018, within the framework of the agreement, “Vostochny Port” is to develop a plan of the additional measures for the phased introduction of the technologies that would mitigate the impact on the environment by 2020 inclusive. The set of measures will comprise the installation of additional process dust collection and suppression equipment, the continuous monitoring of the wind force and speed, and fitting all the industrial sites with video surveillance systems. Using its own accredited laboratory, JSC “Vostochny Port” will continue daily environment monitoring to control the atmospheric air, industrial waters and waters of the Vrangel Bay. 


By 2021, “Vostochny Port” will build a wind-and-dust protection shield for the multipurpose production and transshipment facility, install centralized aspiration systems, sleeve filters for the dust collecting units, and retrofit local treatment plants. 


The stevedore will also purchase two vacuum street sweepers, two snow generators, a multipurpose dust suppression machine, four hoppers for the radial conveyor, and a sludge pump for local treatment facilities. The dust suppression system with the use of water mist for the reclaimer, stacker and shiploader operations will be brought on round-the-clock line. 


“By 2021, the total investments for the planned environmental protection measures and modernization of the port existing production capacities will amount to one billion rubles,” informed Anatoly Lazarev


“Vostochny Port” is the only specialized coal complex in Primorsky Region that is implementing most of the possible measures to ensure the environmental safety for the loading and unloading operations. 


One of the measures within the scope of the environmental protection activities of JSC “Vostochny Port” is the coal store sprinkling system. Environmental safety of the loading and unloading operations is ensured by the wind shelters installed on the way of coal trains to the enclosed car dumper facility that is equipped with the “dry mist” aspiration and dust suppression systems. Enclosed overturning systems, conveyor lines fitted with the windshield systems and the Shiploaders that deliver coal immediately into ship holds to avoid contamination of the bay waters provide the environmental safety for the loading and unloading operations as well. Similar measures are being implemented for the Phase three under construction in the specialized coal-handling terminal of JSC “Vostochny Port”. 


JSC “Vostochny Port” is the only stevedore in Primorsky Region with its own water treatment plants. Eight plants for the service and stormy water treatment operate at the stevedoring company’s terminals. 


For the recent 5 years, “Managing Port Company, LLC” and JSC “Vostochny Port” have allocated more than 1.2 billion rubles for environment campaigns, the replenishment of marine bioresources, the equipment retrofitting, water treatment facilities and wind protection systems.
